The best thing that you can do is go back to where ever the hold is being placed and the warrant. If that is California then you have to go back because it will never go away. Wheter or not they can extradite you is up to the State, however, they don't have to drop the warrant. That means if you ever get pulled over or arrested and they find that you have a warrant out they will take you into custody. The longer you run the more trouble it becomes.

They can indeed extradite you if they wish. If they choose not to, then they do not have to drop the warrant. They will keep it in place until you reenter the state or get caught in a closer state that would be worthwhile to extradite you from. Just because they choose not to come and get you does not mean that they have to drop the warrant.

A warrant for failure to appear doesn't go away by itsself. Turning yourself in in Georgia will do you no good, and California is perfectly within its rights to suspend your driver's license.

You need to obtain a lawyer licensed to practice in California to resolve the matter for you. Hopefully you won't be required to personally appear, depending on the circumstances of the case. However, until you have resolved the matter in the California courts, I think it very unlikely that California will lift the hold on your driver's license.

You will have to suck it up and come up with the funds for a lawyer, or will need to return to California and try and deal with it yourself. I DO NOT recommend that you handle this yourself. DUI has a number of very nasty consequences, and you need a lawyer who does DUI defense to assist you.

For a referral, have your sister, (if she still lives in California) contact her local or state bar association.
