When the fountain pen reigned supreme, I never used black ink for letters or for schoolwork. It was always Royal Blue Washable or Permanent Blue Black. No one at school used black ink until the day we filled in our university application forms. We were told in advance that they had to be done in black ink so they could be photocopied. After that, we all started doing schoolwork in black ink just to use up the rest of the bottle. Then it was back to the blue ink, which was far easier to obtain.

First, letters should be WRITTEN in proper English. Next decide if it is a personal or business letter. Personal letters can be written in any colour. For business purposes they should be in black, as sometimes they may need to be photocopied and only blank ink copies clearly on many copiers.

It might be considered bad manners to write a business letter in blue ink. Blue ink could be used for personal letters to your friends or family. Red ink is mostly only used by accountants, or used to be. And it should read, "Should letters be written in black or blue ink".

I think that black looks so much classier than blue, plus if your pen runs out you can match it better with a new pen if its black, there are too many shades of blue.
The comments about the photocopying are correct, but also worth noting than many people who have to sift through application form just toss the ones written in any other colour than black! Especially if they have hundreds to go through.

It doesn't really matter as long as you don't write messy. Its what is actually being written that matters.
Though, if its something official that is likely to be photocopied its best to write in black. If you are unsure black is probably a safer option.
If you are writing in blue make sure its not one of those blue black colours they can look messy.

It's really about preference but most people prefer black. I don't like writing in black so I type any letters on my computer and print them off, then it looks really professional lol.

Black as most companies say they need to be able to photocopy text clearly. In some professions, for example medical - entries into medical records MUST be written in black.

Personally, I always think black ink looks better and it is often easier to read someones handwriting when penned in black ink rather than blue.
