The manager on duty. They may not be aware of the problem and I am sure they would be glad to rectify the situation.

No law on kiddie belts in high chairs in a restaurant, no law that they even need to have them.
Several baby magazines sell a take along safety belt for parents with concerns - as when you go out most belts are missing or broken or just gross. Also many styles of high chairs don't have them at all (industrial ones).
I would mention the manager that you have a concern and in the future bring one with you.
