If you can see better ones you can move into them .However, if the ticket holder shows up, and many show up late, you're in for a hassle. They'll get an usher to make you move and your old seats will probably be taken by someone else, and so on.

Typically, once the concert has started you can move to a better seat. However, be prepared to politely move if the people who have those tickets show up late. Sometimes, ushers will insist on seeing your ticket. Just be open about being interested in the better seat and friendly and nice to everyone operating the concert venue.

Yeah, people sometimes show up late, then its a bit embarrassing. If that happens just be honest and admit you moved there because you thought it was empty and not a problem for anyone.
So just wait it out, if you see a better seat. When your pretty sure it's too late for the late people, then go ahead and take it. The band would rather see the close rows filled anyway.

Meh.. I don't know about ALL concerts.. but when I was in Vegas last week.. I grabbed an empty seat that was easily one of the best.. and I wasn't bothered.

if the seat is still empty when the show has started, take it! who's gonna get angry? if the people who should be in the seats arrive, just apologise and move. chances are they mightn't even show up so there's no point letting good seats go to waste :D
