It is high-end -- 500,000 over 1+ mil with strict HOA rules about toys, jungle gyms, etc. When I bought this, none of these things were out. When I moved in, these things, and more, are everywhere. I have had a pest neighbor with no life peeping into my basement windows with the other neighborhood women. !?! There are screaming kids (25) of all ages everywhere around my house. I thought this neighborhood was my age (50s) and up. These homes are just outside the city so I thought it would be quiet to read on my deck or patio. Not so, people cut through my space all the time, screaming kids, I can't take it. I am sure my pest neighbor thinks she got jilted when I moved in, but I got jilted by not getting what I was looking for in a home either. I didn't want to be isolated, but I didn't want to lose total privacy either. How would you go about getting privacy when you can't have a fence?

Contact the HOA about the neighbor with all the crap and the kids. demand something be done. If she's running a daycare business, she must be stopped and can be stopped. If they are just the kids friends, complain to the cops, and let them know you won't stand for the trespassing and the noise. As far as the peeping tom goes...call the law...we actually do have rights in this country and that's not one of them. Make a little noise so they will stop making thier noise.
If the HOA won't take the problem serious than debate the fence rule. Everyone knows that FENCES MAKE THE BEST NEIGHBORS!

You already know the answer. I am like you and we built our final (I hope) dream home outside of the metropolis in a country-side with peace and quiet and room for all our dogs to have a huge fenced area where no children could hurt them.
But the big city keeps edging on down the highway 15 miles away. And the day I look out across the country road and see a surveyor marking the land where the dairy cows and a buffalo (yes) were is the same day I do what you need to do. Let your fingers do the walking and start making desperate calls. You are beaten. So very sorry too. I understand.

Considering that the covidence of your neighborhood doesn;t allow toys, pets, ect.. out and people ignored that rule, then I can't see why you can't violate a little rule of your own and get yourself a fence.
In my neighborhood, we have a set of rules as well, and when someone breaks one, a member of the neighborhood must send a letter to the board reporting this broken rule, then another letter is sent to the violater giving them a warning that they broke the rule. They don't get in trouble (if they're cooperative besides initially breaking a rule, anyway).
Someone would probably have to report you to get you to take your fence down.
If you don't like this idea, then you could consider getting blindds for your basement windows, a screened in porch, or a hedge or a line of trees that would serve the purpose of a fence without actually "being" one.
You may not like this idea, but perhaps you could join the board of your neighborhood and get to know your neighbors. You may grow to actually like them, and even if you don't, you probably won't have curious women peeping in your windows when they don't have much to be curious about. If you don't think this would help much, then perhaps you could join the board to voice your concerns.
About your "pest neighbor"- if I were you, invite her and (her husband??) over for drinks. If you get to know her, she might not be so bad after all. Would you rather live in this house known as the cranky older person and have to bear a pesty neighbor (and her kids??), or live next door to someone you get along with? In a way, the choice is yours!!

walk around the basement stark naked and do aerobics. your neighbor will never wanna peep again!
but seriously, maybe you viewed the home on a bad day. like when kids are in school or the weather is too bad to play outside. I would get blinds and keep them drawn so the neighbor is not encouraged to keep peeping. Also how were you to know when you bought the house how weird the neighbors were.

Without a fence the only way to get peace and quiet would be to move. Either get a fence, move somewhere else, or find a way to adapt to the changing neighborhood.

Show that you are an avid hunter and have a huge gun collection. When you talk to the neighbors about your hunts, compare stalking the animals to stalking little kids, and compare their death squeals to the screeching children in the neighborhood. After you come back from hunting, invite the neighbors over for a cookout, and let them watch you calmly gut and skin your catches as you prepare them for cooking and make small talk.
Nothing scares people more than someone who looks and acts like a calm serial killer looking for his next victim.

sure the KKK does. suggested troll. i'm no longer able to have confidence usa doesnt understand its racism issues. They tell me no it isnt there. yet check out this time and time returned. Do you already know that your toddlers are no longer risk-free in those white neighbourhoods, afterall your white neighbour must be the city pedophile. Unfortunately, we have no control of who are neighbors are or what they do as long as they are within the law. Sorry, as I see it you have little choice other than relocation.
