if the wife filed and had the husband served, and the husband sends a proposal of wants to the wifes lawyer, can the wife then stop the divorce or put it on hold without the husband agreeing?

Typically, the person who filed can put the action on hold or even ask for it to be dismissed.

Of course, the husband can counter-sue for divorce if he decides divorce is better than trying to remain married.

So ultimately, both have to decide to put the divorce on hold to stop it. She may be able to delay or slow it for a while, but if he wants it to continue, there are means at his disposal to do so.

Yes she can. Just because she filed and her husband was served doesn't mean he is going to agree to all terms in the beginning. So he has countered, the divorce doesn't go through until both sides are satisifed with the terms of the divorce. It can go back and forth for years before ever being settled.

All parties must agree to the divorce decree or you will end up before a judge. If you question the divorce, you can always drag your feet, tell your attorney, so that it does not waste his time. Simple answer, if you filed for divorce, if there is no cross claim, you can terminate the divorce without hubby's permission.
