Why is WGN ok, but I can't pay extra and get miami, NY, or anywhere else for that matter on my cable or directv. I have asked to pay a fee, but they tell me it is not allowed. WHY i cry to the sky, why can't I have my Miami TV?

WGN (just like TBS) is a "superstation". Actually, with the exception of the news and Cubs games, what you are seeing on WGN is NOT what the people in Chicago are watching at the same time. The same goes with TBS (which is WTBS - Atlanta) and WWOR (New York)

As such, being a "superstation", it is treated like a cable channel (with subscription rates being charged to cable systems per subscribers). That is how WGN can be seen on DirectTV and local stations (unless you live in the market that is being served by those stations) cannot be shown.
