No. When they are in use, they will consistently stay warm/hot.
"Q: Battery Care And Use.
A: Your new battery comes in a discharged condition and must be charged before use. Upon initial use (or after prolonged storage period) the battery may require two to three charge/discharge cycles before achieving maximum capacity.
If the battery is not going to be used for more than a month, it is recommended that it be removed from the device and stored in a cool, dry, clean place.
It is normal for a battery to become warm during charging and discharging.
A charged battery will eventually lose its charge if unused. It may therefore be necessary to recharge the battery after a storage period."

I was not aware of the answer until I got a new laptop a few months ago. Mine do not stay cool. I have to be very careful what kind of surface I sit my laptop on or the battery will get VERY warm.

You do not want to store laptop batteries in a hot place, such as a hot trunk or car because it wil damage them. Laptop batteries should not get really hot during discharging or charging. If they do, make sure that they have not been recalled or call your computer manufacturer. Generally, you want to store laptop batteries in a cool and dry place when you are not using them...

Batteries aren't perfectly efficient. Because of this as they charge or are used some heat is given off. They should never get to hot to touch.
Also check if your battery was recalled.
A hot battery.

In fact I used to use a cloth on my legs when I had the laptop on battery. They always run hot.
