Some of your answer talk about the drivers. Yes, I have them. But, I believe that first you should simple plug the card and when windows has start up install the drives.

Go here:http://www.pcchipsusa.com/support-pcchips-bios.asp and make sure you have the latest bios update, which seems to be 2001. First, take out the card, enter the bios and look for usb support under pci. If you have none, the device will not install.

Didn't you get a CD with installation software for the PCI card?
If not, go to the maker's internet site and download the drivers you need. Failing that, Start, Control Panel, System,Device Manager and see what it says there ,

When you say the PC doesn't start, do you mean literally nothing happens or does it power up momentarily then shut down?

If that's the case, your PSU is shutting down in a protection mode due to, perhaps, a dead short on the PCi side of the motherboard. Check for bent pins in the PCi slot . . . unlikely, but it does happen.

Get your best "sniffing nose" in gear and check out for acrid burnt smells on the mobo or the PSU . . . with it unplugged from the mains of course!

Perhaps you need drivers for the PCI Card you are trying to install.
