Illegal in Texas
Even those electric powered Razor-like scooters are not legal on the streets without a license.

I don't know where you live but here in Florida it is illegal. If it has an engine, even if you don't need to get tags for it, it is illegal to drive it on the rode even if you have a license. The same applies to A.T.V.'s or dirt bikes. My 6 year old grandson has a dirt bike that is about that size and it is not allowed on the streets.

Most states, including my own, required that ANY motorized vehicle must be registered and licensed to prior to operation on a roadway! Additionally, to operate such a vehicle you must be a licensed driver.

I am in NY - and it is illegal to ride them on the streets at all.
