The dishwasher discharges into the vacuum breaker but water flows out of the vaccum breaker . the hose to the disposal is clear. could the blockage be in the disposal itself between the vacuum breaker inlet and drain discharge?

yes make sure the main drain coming out of the disposal is clear but you may need to replace the vacuum breaker as well sometimes they go bad. to

Sometimes the vacuum breaker will go bad. There is a float built in it that stops the flow if it see water. I have seen some that will have suds coming out of the breaker. This may be due to using too much soap in the dishwasher.

The other thing may the line going from the breaker to the main drain may be plugged or the main drain itself could be partially blocked.

It is possible that the temperature/pressure safety valve on your water heater is malfunctioning. This will allow hot water to back into the cold water supply. Next time, try using a bathroom faucet and see if you have the same problem there. If you do, replace the temp/pressure valve on your water heater.
