Hi i'm 19 and don't have any i.d , i live in the uk and i was wondering dose the police do i.d cards it cause i want to go manchester with my friends tomorrow and dont have i.d and how long would it take the police to do a i.d card

The Police do not produce ID cards. You need to get a recognised Proof of Age Card, or carry photo ID such as passport or driving licence (original documents only)
You will not be able to get ID for tomorrow, but check out http://www.portmangroup.co.uk/campaigns/52.asp for getting a proof of age card.
