my pay as u go phone rates are starting to get a bit saucy,and me mates laugh at me ancient phone in the pub.can i get a contract phone for about 15 quid a month,if so ,where?

Then ring them up and tell them thats all you can afford and you are prepared to do a deal if they can come up with the goods.
If they say they don't have a plan at that price ask to speak to someone who can make a decision. Tell them you can get this deal elseware.

It sounds like you live in the UK...? I have Verizon for my cell phone service. They have good rates, and the service is great, too. I'm not sure if you can get it where you live, but that's my provider, and I love them.
