As is every leader of every industrialized nation.They tend to take action in these situations only when there is a political advantage to be had,or after the atrocity has been ongoing far too long.

Indirectly, yes they are responsible. The UN is supposed to be the organization which upholds international law and it failed to do so in all three of these situations.

The UN is responsible for millions of deaths in my opinion. They never take any action against any leader who tries to kill his own countrymen. They are a huge waste.

the UN is a toothless organization. They want the US to pay the big bills and be the policeman of the world.
