I'm a graduate of The Art Institute of Pittsburgh. It's a good organization and it's only gotten better since I graduated in '97.
I can say, since my graduation, I've had nothing but an excellent career in Design and Animation. I am now the Director of my company's Creative Development department and producing animated features.
As far as "Japanese cartoon" style and learning it, I'd not so much worry about that (for your cousin) and tell him/her to focus more on figure drawing, real life drawing (nature, etc), and getting more of the basics of an art education. Japanese style (Anime) is currently popular and is more of a fad than anything. The only reason being it's FAR less expensive to import Asian cartoons and re dub them then create new original shows here in America.
The only jobs currently in this country that are produced in studios here are either game design, advertising, multimedia, or small entertainment ventures. There is a growing interest again for "Flash" animation so that may be something your cousin should look into. Flash is an animation program from Adobe.
This is all under the basis of 2-D animation. 3-D animation is going strong now and popular here.

Harvard has a good program.
So does Art Center College of Design in Pasadena
CAL ARTS is a proving ground for Disney (they founded it)
UCLA and USC
Art Institute is not bad
If you want to do Japanese go to Japan
I don't think anyone in LA is into Anime

I went to Art institute of seattle for computer animation, and I should have gone to California institute of the arts. It is pretty pricey, but they have a better animation program, I am pretty sure. I believe they are in valencia, ca. They are very tied in with disney.
