just go to women's section when buying tops for her. don't buy her low rise pants. get medium rise pants or regular. personally, i'm not plus size, but I don't like wearing low rise because everyone's crack shows. another thing is wear a belt, it keeps the crack in because it keeps the pants up. if you are afraid of her long torso, aeropoastale(don't know if i spelled that right), they have really long cami's that she could wear under her shirts. other stores should have them too. long shirts are in now. skinny pants are in - DO NOT buy it for her, it will make her look bigger in the midsection.
not trying to be mean or anything, but maybe get your daughter to try some physical activities that she might like. I don't know what she's into, but hanging out with other people who share the same interest will boost confidence. at the same time, she could build more confidence if she loses weight. also, as a family, be the controller of what goes into the body. for a 12 year old to be wearing that size, it's really unhealthy.
I hope you find what you are looking for! Good luck to your daughter.

awww, well for starters you might get a teen mag she likes and look thru it with her. She'll show you what she likes, and you can get a really clear idea of her style and likes.
(you can also point out what sort of things she's NOT allowed to wear)
Then just go shopping. Trying things on is crucial! Some of the things in JRs will work, but the Womens department is where you'll need to do most of the shopping.
I have a looooong torso, and it's HARD to find shirts that don't shrink and stay long (fortunatly the long tunic style is in)
I'm 19 now, but I was shopping in the women's department long before my friends. I only rarely can get something from the JRs area.
A store off the top of my head, would be Khol's they have good sizes and funky styles. Thrift stores are awesome too! Because there are no SIZE departments, just clothes.
(you might even try that angle with your daughter-- now you get to dress more maturely/stylishly/older then all your friends, since they are still too tiny to fit into clothes this style...)
Hope this helps some!
:)
Bellow is a link to the best selling clothes for women at Khol's.
(don't ever let your girl forget she's beautiful either, that's the most important)

You don't mention how tall she is - I was a size 8 at that age (8/9 is the same thing - "misses" and "juniors") but I was 5'6" at age 12 - pretty normal. Is she tall for her age as well?
Anyhow, I understand what you mean - the jrs section is just not for girls or women with curvy figures. As much as it's annoying for her at that age, I'd suggest a couple of things:
First, for her to develop her own sense of style. Regardless of her size, it's unhealthy to want to "dress like your friends" so badly. Encourage her to check out vintage stores or stores that sell ethnic or "hippie" clothing, where she can find clothes that aren't what everyone and Britney Spears is wearing.
Second, there are quite a few mall shops that cater to teens/twentysomethings but also have clothing up to a size 14 or 16. And not all of them are low-rise!
Try The Gap, Aeropostale, American Eagle Outfitters, and other stores like that which are "cool" but have higher quality than the typical jrs department. American Eagle in particular has a lot of jeans that are a bit higher cut, stretch, but still in style. I like the "Hipster" cut - it falls just below the navel, rather than at the pubic bone!
You might also try Target - I've found a lot of good inexpensive stylish clothes there over the years.

Old Navy or The Gap have some classics that are modest. I think low-rise pants are not really a good idea if bending over is going to expose a 12-year-old, even if she has a more mature figure. Levis also makes classic higher rise pants.

rachel d has a very good answer for the shirts in layering them. Also skin tight does not look good for a 12 yr old. as for the pants try to find classic cut these are the pants that come up to the waist line they would cover more. walmart has a mid-rise jean in womans department. its worth a try. good luck.

teens these days like abercrombie and fitch, hollister or american eagle, for a twelve year old you should buy her clothes in around the small size of the adult section because kid's clothes might be too small. If aberrombie is too expensive you could try Gap, they have clothes almost the same style but a little bit cheaper.

for the issue with the pants, just look for ones with a higher rise. for the shirt issue that is harder, i also am long waisted and here's what i do: look for tank tops and t's that are extra long old navy, j-crew, banana republic, and target all have them. (sometimes they call them tunic t's) she can wear these alone or layer them under shirts that normally come up too short.

You are going to have to buy her womens clothing. Just make shure they are t shirts and jeans cut for her size. You can make appropriate judgement calls with the styles of clothing. But make shure its comfy.
