Not sure what the best is...
But I have seen the bad. Southeastern virginia is horrible with taxes and land values. I'm trying to buy a condo that's about 75,000 over what it was appraised for, and that's about average for any property around here. I can buy a 6 bedroom home with all the fixings in the midwest for the same price I'm going to be paying for this condo in the end.

There is no "best state" because being best, or contented is internal in the person. Don't get me wrong, I enjoy the climate of one place and another person enjoys another place better. However, I would contend that a truly happy person, a person that is giving to others, a person that is spiritually fulfilled will find happiness in all states.
Last comment, my elderly mother likes the dry plains of Western Kansas and Eastern Colorado because that is where she was raised. She was in the dust bowl, but she remembers the good times, the family strength. I would not like to be living there but that proves there is no "best state."

I've traveled many places throughout the United States. Nothing can beat beautiful southern California.

The answer really depends on what your needs are, what you would consider qualities that are desirable.
It sure wouldn't be Southern California for me. Yuck. Texas would be in my top 5 list.
