I'm trying to avoid using tacky glue and would prefer to find a way to iron on a felt cutout. Or maybe someone sells iron on felt material I can just cut out?

You can use fusible web like Heat-N-Bond or Steam-A-Seam. Draw the design on the paper side of the web, cut it out, a little outside the line and place onto the back of the felt.
NOTE: Follow the manufacturer's directions, some fusible webs don't require pressing until the piece is cut out and in place, others do require that extra step.
Once the web is on the back of the piece, cut the shape out on the line. Place where you want it and press, fusing it into place.
There are different weights of fusible web; the "light" fusibles require edge stitching of some kind if the piece is to be washed. For garments, I recommend the Heat-N-Bond Heavy Duty. You don't have to edge the applique/patch and it holds pretty good in the wash, but do use gentle cycle.

You should be able to find an iron on interfacing designed to glue two fabrics together for things like appliqueing. But it might be easier to buy some spray on glue like you use for photos and paper and use it on the felt.
