Can i apply for efin number with Itin number.
I would like to open a Tax praparation business

I believe that the ITIN needs to be sent in with a current year tax return as the EFIN department is a seperate department than the ITIN department.

No. An ITIN does not entitle you to work outside the scope of your visa. That includes self employment.
