I have a Fish tank that HAD clear silicone sealent on its seems. It recently removed the incondecent light bulb and replaced it with a compact florecent bulb thet emits a soft blue light. (dollar store special $3.48?) Now the silicone has taken on a...milky white colouration. Is this a sighn of UV? light that is "eating" the silicone or is it just a cosmetic thing that is not to be worried about?

the light is not being reflected in the silicone because the silicone appears milky even after the light is turned out except whare it has been shaded by gravel,plants,drift wood,etc. IT IS SOMETHING THE LIGHT IS DOING TO THE SILICONE NOT A REFLECTION OF THE LIGHT

don't worry, there are no uv rays secretly affecting ur fish. the change in color is because the silicone is reflecting the blue light, if u were to put a red light in u would see a slightly orange hue to the silicone. nothing to worry about but if u don't like how it looks, i would switch back to regular lighting.

You're right. It's the UV changing the silicon coloration. It won't harm your tanks biological system nor will it harm your fish.

It's cosmetic, due to the change in light quality.
