Because even though you can see it and it's there, it is just an optical illusion, formed by the sun and water molecules. Think of the water molecules (or evaporated rain) as a prism and the sun as the light source (which it is). As the light source passes through the prism, the prism projects the 7 colors of the rainbow, also know as ROY G BIV. Red, Orange, Yellow, Green, Blue, Indigo, Violet.

Because the rainbow is actually circular, like a donut :) You see it in the atmosphere like an arch, but it is an optical illusion, and since one cannot walk on air, one cannot reach the rainbow :)

Because it's an optical illusion. You need the sun behind you and the right weather conditions. The closer you get to it the farther away it looks. From the sky I believe it is a circle.

So it is impossible to move, it is based on perspective, and when that changes so does it.
