Not recomended for the first couple of periods , because of the low amounts of discharge. After 3 months, it should be Ok.
Here is what the sites say:
ARE TAMPONS SAFE?
According to the FDA (Food and Drug Administration), there are very rare cases of something called Toxic Shock Syndrome (TSS). This is a potentially fatal disease caused when a certain bacteria gets in the blood. No need to panic here!
To reduce your risk of TSS, simply choose the minimum absorbency needed to control your menstrual flow and make sure you change your tampon every 4-8 hours (it’s easy to remember if you just change it when you go to the bathroom) At night you may just want to wear a pad if you sleep longer than 8 hours.

Young girls that age probably should use small light absorbancy tampons because they're still small and unaccustomed to tampons. That's not really a health issue, more of a comfort issue. Also, with TSS, young women aren't any more likely to get it if they are good about looking after their tampons but they often aren't and that's where they run into trouble

toxic shock syndrome-Toxic shock syndrome (TSS) is a rare but potentially fatal disease caused by a bacterial toxin. Different bacterial toxins may cause toxic shock syndrome, depending on the situation. The causative agent is Staphylococcus aureus. A similar condition, called Toxic Shock Like Syndrome (TSLS), is the result of Streptococcus pyogenes infection. TSLS is also referred to as Streptococcal TSS.

Yes, you could get TSS, you could get rashes, and you could get a longer and heavier period next month. But if you use them right then there should be no problems. And I would only use a tampon if I seriously needed one. Hope I helped.

Other than the small very insignificant risk of TSS, which if for all women who use tampons there are no greater risks for teens.

There shouldn't be as long as they change them frequently enough (to avoid toxic shock syndrome)....but that goes for anyone who uses them.
