There are a couple of things that you can do. 1) Apply Vaseline to your lips, wait about a minute, then take a hand towel and rub your lips in a circular motion to remove the dead skin. 2) Use a soft bristle tooth brush 3) Use a little facial scrub on your lips. Rub gently and wipe off with a damp hand towel.
To keep lips moist, use RoseBuds lip salve...love that stuff. You can buy it at Sephora for like $6... or you can buy a tube of Aquaphor at a drugstore. Its about $6 and it keeps your lips smooth.

Do NOT buy Philosophy's Kiss Me. It doesn't work and is expensive ($15.00 for a tiny tube). If you don't want to make your own with olive oil and some sugar, you might try The Lip Scrub. Its website is www.thelipscrub.com . I haven't used the product, but it's gotten some good reviews in several magazines (including Self).

I use a toothbrush that is soft--I usually buy children's toothbrushes just for this purpose. And hold it under hot water for a few minutes. That softens it even more. I go over my lips lightly in little circles, rinse, and pat dry. Then I use just plain old vasaline to keep them moisturized.

neutrogena exfoliating lip treatment or balm. Works great while giving your lips a shiny tint.

Use a toothbrush (no toothpaste) and gently brush your lips. Vaseline works really well. I use chapstick ALL DAY LONG and have never had a flake of dryness on my lips.
