I don't think there are tablet PC specific distros, but I just got an old slate pc (fujitsu point 510) and have been researching it. It appears that you only need to a couple packages to get most of the penpad functionality under linux. One is the digiter input. Xorg supports many of them, and an on-screen keyboard. I don't know if there are any handwriting recognitions programs.
