Only if the serial killer is about to kill you. Actually, that applies to anyone, serial killer or not. The rule is there has to be a reasonable assumption that your life is in danger. Simply being in the same room with a known serial killer is not enough -- he/she must have a deadly weapon and must be preparing to use it on you. Also, it may be legal to kill a serial killer in your state if he/she breaks into your house, regardless of whether he/she has a weapon. Many states have a justifiable homicide rule governing protection of yourself and your family in your own home. The rule is, if they come in, just make sure they land inside when you shoot 'em.

Only if he or she is tried, convicted and receives a death sentence. Even then, the execution must be carried out within the law of that state. The execution is considered legal because it is done in accordance with what a court of law ordered.

If found guilty in court of law in state that has the death penalty.
That is his sentence.

I think serial killer is poor term it would be better to use the term serial murder.

Only if the govt does it pursuant to capital punishment laws.

Or in self-defense or defense of others where the killer poses an immediate (not future) threat.

They should be an open season on them "legally", but even they have rights, so as long as you can show it was self defense, then kill them,,,,,,,
