You have to dig a 12"-15" deep hole by 12" wide. Buy some good top soil and put 6 inches of it in the hole. Plant the bush and then put the soil on top. If it is still cold in your area mulch the top and put a mound around the base. Once you notice new growth or it gets warmer, uncover the mulch on the base. You only need to water it if rain doesn't fall in your area once a week.

One tip I can give you is that roses root deeply and unless you want to water them a ton, put a lot gravel in the hole after you plant the roses and then top of with dirt. That way you aren't watering all the dirt that is above the roots of the roses forever. It really helps.
