It depends on your personal circumstances as to wether they have to house you or not.
The main homelessness duty is owed to people who have a 'priority need' and are not 'intentionally homeless' (that is, judged as having made themselves homeless through their own actions). You may be considered 'intentionally homeless' if you have deliberately done something which has made you lose your home. The local authority must look at each case individually
Priority need groups include households with children and people who are vulnerable as a result of old age or mental or physical disability (set out in Homelessness Code of Guidance for Local Authorities). People not in these categories are only entitled to receive advice and assistance on how to find suitable accommodation.
If you qualify as homeless, the local authority will have to help you. It does not have to provide accommodation from its own properties. It can house you in various ways, for example, by referring you to a housing association, or arranging accommodation with a private landlord.
If the local authority decides that you are not homeless, it does not have any duties to arrange long-term accommodation for you. However, it will have some duties to help you, and must provide advice and assistance in finding accommodation, or provide a temporary place to stay while you find a permanent home.

If you wanted to move out via the council, first you have to go on the council list. To get a flat reasonable quick. State that your staying at a friends on the floor and keep pressuring them on that fact. Oh yeah, the government have a big fuking responsibility to house the homeless... But they would rather build a flash Olympic stadium instead. That's western capitalism for you.

Emergency accommodation is what they will provide you with. You will not find that to be a pleasant stay. Not at all. When there are no places in bail hostels or secure accommodation (for whatever reason) they end up there.
Warning: do not go there!!!
The council have a duty to find you a home but you have no power to refuse the tenency. I would consider a friend's floor rather than the alternative. You need to extract yourself from this problem as soon as is possible. No excuses, no extenuating circumstances etc.

Sadly, No.
Neither the constitution nor any legislative Acts would say that the UK Govt is obliged by law to provide homes for the homeless.
But there is the homlessness Act which I think is geared towards propagating the Govt to employ anti-homelessness strategies... but nothing much else.

On the streets if you are a white english man, where you belong.
You have no rights whatsoever.
This government cant even get us off the bottom of the UNICEF world list in respect of our children so they aint going to do anything for you.
Government officials both local & national take out as much as they can & do as little as possible & this government is the worst so far.

UK's homeless should get to New York somehow. They'll put you up in a nice hotel room permanently (if that's what you want), give you food stamps, spending money, provide transportation, give you donated clothing brand new from wal-mart, target, and k-mart. you'll get game tickets, movie passes, concert tickets, broadway plays tickets, symphony, etc. I met a Roamanian economic refugee in New York, and he said he makes a lot more in US being homeless, than as a full time auto mechanic in Romania. oh, btw, health care in America, despite anything you've heard, is free.

I think everyone should be responsible for finding themselves somewhere to live, food to eat, clothes to wear etc. Why should the government do it? Do you have no family, no friends to help you out?
