A genuine question would attract a genuine answer hardly an astronomical question, more to do with myth and magic I would have thought

At any given time, there are comets within a few hundred million miles; some are more visible than others, but they're not responsible for making anyone "special." Halleys had the distinction of being the first comet to have it's orbital period plotted - every 76 years or so.

The genuine answer is there is nothing special about being born in any particular year.
A comet is just a lump of dirty ice orbiting the sun.
That's it.
Nothing of any importance really.
There are other comets in other years.
More lumps of dirty ice.....

Things in the sky have no influence on peoples' lives. And Halley's comet was still visible 3 years later in telescopes. Please join us in the 21st century.

The only special thing I can think of is that they'll be 21 this year.
