The population in Vermont in 2005 is estimated at 630,000 people. In 1980, the estimates I found listed us at barely over 500,000 people. That accounts for some of the increase.
From another study I managed to find from the VT Population Alliance - in the 1980s only 33% of Vermonters were from out of state. Today 55% of all Vermonters were born here.
Perhaps it is the sudden growth in people moving here from their big cities that has helped escalate this as well. I do think some of the drug penalties are harsh, but I also know that as a Vermonter (born and raised here) who lives in the country, it is pretty disturbing when a stranger comes to your door and asks for drugs thinking that they have the right house. My neighbor's daughter apparently deals and we've had stragglers coming here looking for drugs. It is not something I want my children exposed to and so far I've been lucky. My choices are to move to a new house because this other family came from Florida and seems to think dealing is fine or have the police keep watching and put them in jail. I have to say, the latter seems the more reasonable option to me.
Child molestation/abuse is not the only issue in Vermont. I will not argue its importance, but drug dealing and abuse is just as bad.
In 2005, Gov. Douglas signed an act that allowed harsher sentences against sex offenders. Unfortunately, the ACLU laws required that former sex offenders be grandfathered from this new law. So anyone convicted of a sex crime before that cannot be held for longer than their original sentence.
There have been a few poor decisions made by judges here. Of those judges many have resigned.
Allowing the drug offenders to roam free isn't an answer to solving child abuse. Sure it will make the prisons empty, but it will also help raise our crime rates (look at the rash of drug related robberies so far this year) soar.
What needs to happen is that any S-X offender is castrated and sent off to some remote island where they can all live amongst each other and not be given the opportunity to associate with those they have hurt or could potentially hurt.

I agree 100% though I don't believe the abuse % has risen as much as the exposure relative to the conspiracy of silence being exposed. If you get involved proactively feel free to tell me about it as we have the same issue here in Canada.

Their laws are not strong enough for s e x offenders, they can not be cured, so send them away for life. [ or do what Japan and China do cut off the problem ].
Wife & child abrusers should be treated as they treat others and put away for good.
Robbers, should get 30/40 years
Murder's shot on the spot {LOL} life in prison
druggies, rehab and montering devices on them and prison time.

Compared to drug offenders, there aren't nearly as many sex offenders. They usually receive light sentences ONLY because parents (and some prosecutors) fear allowing the child to testify - they want to 'spare' them that. They deserve all the punishment they can get.
HOWEVER, your drug users are responsible for nearly all of your property crimes: breaking and entering, car theft, fraud, shoplifting, etc. They'll do anything, steal anything to sell & get their drugs. Eliminate the drug user, and your crime rate would plummet

What is appalling is the huge 300% increase. And there are so many female teachers now that are abusing their students.

Offences against children have never had very high sentences. Children don't pay taxes - so government doesn't care. They really don't.

the prison population is overcrowded...mainly cuz they want the druggies all locked up, cuz its such a bad influence on the american society as a whole...but theyll let murderers and rapists walk the streets free
and notice that "famous" people get special treatment when it comes to run-ins with the cops
