Bill collectors use autodialers, not speed dial. The computer just dials 700 people all at once, and the first ones that answer pop up on the bill collectors screen
When you get a call and there's a dead line "hello ! HELLO!", that means the auto dialers timing needs to be adjusted, there's too much of a pause before it shoots it to the live voice.
