The kid and parents, and a little of society. The parents, because I take a violence in the workplace, and a lot of violence that is construed is from the environment the boy was brought up into, being properly taught morals, and these morals/parents having an impact on not letting peers or the media give the boy a false perception of life and violence. This also helps a boy from not having a chip on his should, which some do especially ones who come from the ghetto with a lot of pent up rage within ready to take it out on someone. Society is the social construction of how masculinity is perceived though peers and media. How men are supposed to be tough, show no emotion unless anger, and has to use force in order to succeed or to get noticed, succeed, or to be recognized. The man is supposed to be the provider, and instead of talking about problems, from the things I already mentioned a man might use violence to get money through robbery and be able to provide or "get back his masculinity".
A man's worth is so tied into masculinity and it is a very thin rope, which men constantly feel they have to prove that they are a man over and over through action, whereas, women have much more space and freedom and are not bound by their femininity like men with masculinity. But, the teenage boy should also be blamed as well, because he did a despicable crime and is scum for it. The boy is the one who chooses his actions, these things are all factors, but it is the boys responsibly to be a decent human being or get help if there are problems or not go out of control. And sometimes, it is all on the boy. Sometimes the boy could just naturally have a criminal mind, which I think some do, and doesn't really care for people. Just as the saying goes “you can take a horse to the river, but you can't make it drink".
But it does matter who the boy looks up to, and how he is brought up. If the boys dad is a chauvinist dude, or has this "boys will be boys” attitude or hyper masculine, macho attitude then the boy will very well take such traits or perceive people in such as way, especially women. But if he is brought up right with morals and part of the morals is treating every person with respect, and especially women, then his coconscious, which would probably be decent will go along with his morals and will help him be a good person. It's with all these components that boy will not refrain himself from looking at women as half human or just objects or can't separate fantasy from reality, which is very dangerous. The woman should not be blamed and it is stupid if she is. I definitely wouldn't want my future daughter to dress slutty, but there is no excuse for a man to not control any anger, or urges, and to be a decent human being and not scum of the earth.

PROBLEM: The way a woman dresses does NOT cause a kid or teenager to rape a woman. If that were true, every scantily-clad girl that ever went out clubbing would be a rape victim. Ditto that for any female who ever wore a bikini on the beach. Your logic is faulty. There is no moral, legal, or ethical justification for rape -- EVER. So in the case of rape, the rapist is 100% to blame because he decided to play God and go out and take what he wanted from a woman without her consent and without any consideration for her freedom or her feelings. Such a monster is NOT a man and needs to be reminded of that fact. Castration would be a good way...

As many said above, it's the rapist. The woman may be dressed like a stripper on a coffee break, but rape is never appropriate. Laughing and pointing, maybe. Or telling her she's too fat for that kind of outfit. Any woman is someone's daughter, sister, or mother. If your sister dressed provocatively, would you want her raped?

Indeed there´s no way around this a woman should be able to walk naked in the street and be respected, if anyone, even a kid or teenager, reacts with instincts over reasons then he is the only one responsible for his actions and lack of self restrain. on the side truly society needs to advance on this subject of respect and self control.

rape is about power. it is not about the way someone dresses; the way someone dresses does not "make" someone do something, they do it because it is their choice to do it. no one can 'make' someone act in a certain way, people are only in control of their own actions. in some cultures, women dress very scantily and they are not blamed for any rapes that may occur to them. the rapist is to blame for the rape they commit. would you ask if a store is to blame for a robbery because they do not keep their money in a vault and they keep opening the cash register, showing what money they have? no, because it is the robber's choice to break the law and steal the money.

What?!? Clothing does not "cause" rape. You can't blame parents or society for rapists. There are different circumstances for different people, but in the end, you are responsible for your own actions.

The person who committed the rape.
AND the parents of the minor who committed the rape.
BECAUSE having a child is a responsibility. If you do not want the responsibility of rearing a child, then don't become a parent.
