There is a South African song called "Tomorrow" by Sauf Keita on the Ali motion picture soundtrack that I have to stop and listen to every time I hear it. That is currently my favorite non-english song.
However, Mireille Mathieu is such a wonderful singer, I can sit and listen to an entire album by her. I'd have to say she is probably my favorite non-english artist.
There are many good songs and sounds out that have probably rarely been heard in USA or western Canada. I was raised in the 80's in Quebec, so was influenced by some of the french songs that were played there, and have francophone albums in my collection by Vanessa Paradis, Mitsou, Celine Dion, Niagara, and Beau Dommage.

'malaguena salarosa' by Chingon, the band is that of robert rodreguez (dusk til dawn etc). cool spanish/mexican music.
also on the soundtrack to kill bill 2 (rodriguez & tarantino are good friends)
