Its possible, but I think 13 is too young. Here are some other ideas:
Jobs
There are many ways you can earn money. I babysit and I get paid very well. But I think you have to be 13-14 to start.
My Rates
1-2 kids ~ $5.00/hour
Each additional child ~ $1.25/hour
*When you are babysitting a baby under 10 months old, you should ask to be paid a bit more than your regular charge, since you must give more attention, change the baby, feed the baby, and put the baby to bed.
Another Idea is to have a bake sale/ lemonade stand. Me and my sisters baked all week, made poster signs and decided how much we should charge for each baking good. Any age is perfect for this job!
Another good job is to start a walking dogs for neighbours that have dogs. You can either put up posters around town, or hand out fliers to people you know that have dogs. I would charge 5 dollars per dog.
Another good job is to wash cars, or open a car wash business with friends for a few days, mow the lawn, shovel drive ways in the winter, and help people clean there house that might need help.
If are 14 years or older, you could also work at fast food restaurants, or grocery stores too.

Running a paper route,mowing lawns,but legally until 16 years of age you cant really get a job,unless you are doing something out to help out a friend or neighbor. Lawn work when I was 13 was big,then during the winter,maybe snow removal too.

The best job for a 13 year old is either babysitting or mowing lawns. 13 year old's should be enjoying their time while they are still young. Not Working. If you need extra money, I suggest taking out trash for people, delivering papers, mowing lawns, babysitting, or washing cars or something. Help out your parents for a little extra cash works too.

As per law, anyone under eighteen years of age is considered a minor and the legal age for employment is 14. Minors under 14 years of age are not allowed to work except in domestic service and a few jobs like newspaper delivery. More info at http://www.pcworkathome.net/jobsforminors.html

It is yes! If it's for a business he/she will have to apply for a workers permit, and that can be done at school with their counselor. If it's like babysitting or helping someone or people and getting paid cash, it's no big deal =) I started working when I was 15, I used to bus tables for a retirement home and their cafe was open to the public. It was the nastiest/hardest job I'd ever worked too.

Federal law prohibits the employment of children under 14 unless you work for your parents or are an actor or entertainer. You can still have a paper route or work in agriculture, such as picking berries or cucumbers. Noone is going to turn you in for mowing lawns, babysitting, shoveling snow, etc.

I used to shovel driveways and mow lawns at 13. A kid down the street delivered newspapers.

You could be a paper boy, wash cars something like that. But you will struggle to work in a shop think you have to 14.
