Why would you want to do that? What you are suggesting is fraud. If you do this and when they find out you will be charged and fined. It really is not worth it. We all have struggles from time to time. Just do your best but be honorable and don't cheat the system because it will bite you in the end.

Yes they can find out if you let them perform credit references on you.
Credit agencies have information like what bank accounts you have and your credit history. So let say if you are applying for a loan, the agreement would usually say that you are giving the bank the right to perform credit check on you. So the bank would find out what other bank accounts you have.
With regards to welfare agency, I am not sure. Depends on the agreement that you sign with them. If the agreement says that they are allowed to do this, then they can. In some cases this is implicit when you claim welfare from the agency.
So the short answer is, they can - but only if you give them permission to do so. However this rule may be a bit different for government agencies.

Your child's savings account does have to be recorded (interest earned) on your annual tax return. It won't count as "income" for you or your child unless it shows an excessive amount. For example, birthday gift monies deposited into her account shouldn't raise any flags... unless you are depositing LARGE sums of money.
Bank records are accessed using your SSN. If you open an account for your daughter, it will have both her SSN AND your SSN tied to it.

In Canada if you don,t tell welfare you a account you have to go the office and pick it up , then sometimes you have to see the worker so get bank account you don,t want to stand in line uo its a pain it deopisted into your new check account good luck

Most banks want your social security number for opening an account and even if they didn't Welfare could check by your name, address, d.o.b. So more than likely they can find you out.
