The easiest way to get rid of stubborn programs is to restore your machine to an earlier time. If your machine has a system restore feature, use it. Restore your machine to a time that predates the program in question. It will erase any programs that have been installed during that space in time, but you will not lose any saved work. In other words, the toolbar will be gone, but not any letters, or pictures, or video...that you have saved.

So you have right clicked on the tool bar somewhere blank and it didn't give you an option to disable that toolbar?
Is there a name for that toolbar that you can provide? It could be a spyware or malware.
Please provide more details.
