In most places in the US where zoning laws are in force, there must be a public hearing, sometimes more than one, before such a change can be granted. The whole idea is to give affected parties (neighbors) the opportunity to come and be heard.
Find out when the hearing is, and try to get a copy of the written proposal. Ask the council for the proper format for a petition in order to have it accepted into the record of the meeting. Encourage attendance at the meeting. Plan specific reasons why the changed use would be detrimental.
Basically, inform the neighborhood of what is proposed and why it affects them, and encourage their attendance to speak against it, and get their signatures on the petition so that they can be "heard" even if not present.

Gather your neighbours together, write to your local paper, enlist the help of anyone you may think can be useful that you or they may know (journalists for example), stand outside the property with placards (making sure you are within the rules of the law. You know how this govt HATE law abiding people making a fuss), leaflet local businesses, because they will be affected by it, due to a rise in crime levels, shoplifting, and aggressive beggars bothering their customers. Enlist their help in the protest as well. People will say "Oh its OK, there will be no rise in crime levels or begging and street drinking". WRONG. There will. Dont let them get away with this. It will ruin your neighbourhood. Look into the EU Human RIghts Act as well. If prisoners can use it to get compensation for going through drug withdrawal in prison, the you can use it to stop your neighbourhood going down the pan.

Where would you suggest it be placed instead? It will be next to someone eventually. Either that or it won't happen which throws up a host of other problems. Drop the nimby attitude and try looking at the bigger picture. Not only for you, but your community at large and what these facilities actually do to help.

I know of some very terrible windswept horrible islands off the north of Scotland that would be an ideal place to build this sort of sh1thole hostel. And the only way to reach them is by air and the only way off them is by air - get my drift :-)
