Problem with the governor on a child ATV?

We bought our 6 yr old son an ATV that is suppoded to govern down to 2-5 mph. Here's the problem... we can do it so we can barley press the throttle and it STARTS OUT at 2-5mph but it continues to excellerate as he keeps going. Has anyone had this problem or have any suggestions on how we can fix this?

just leave it like that he'll have much more fun,
infact just take the governor right off
