Toe Rag (From the 19th Century) originally meant ‘beggar', from the rags wrapped around beggars' feet and worn inside the shoes in place of socks.
It was a derogatory saying, identifies them by a feature that is an indicator of their poverty.

I thought it was something to do with slavery. I know some bloke just got himself in deep **** in the UK for saying Nitty Gritty. That was supposed to be the horrible stuff that was at the bottom of the ship when it had delievered the slaves. Pretty horrible really
