In a computer science degree I would upset if they offered these languages as part of the program. If the university is doing there job correctly, you should be able to pick up on these languages with out any troubles. C++ was the first language we were required to learn, and that basically covers so much ground. Memory management, Objects, Points, Abstract Data Types. We also learned Scheme, which is a totally different style of programming all together and we used it for one class.

Languages like php, pearl, ruby, asp are all scripting languages and very elementary in nature. I would be upset if I was required to take these classes as a requirement.

What type of college course?

Programming classes such as the above are perfectly appropriate for community colleges.

Students in 4-year computer programs are generally expected to be able to pick up the languages they need on their own.
