What can be done to retain these employees in the future or to restructure the guidelines of the reimbursement program?

Have them sign a contract when they enter the program that they will work for 'x' number of years for you or they will have to pay a portion of the tuition back based on how long they stay.

Its pretty simple- you make them sign an employment contract that stipulates that after they get their degree and tuition reimbursed they must work for you for X amount of years before they have the option of leaving. Make sure the contract includes what happens if they leave early. Talk to your company lawyer about making this contract.

The contract idea is ok, but do you really want employees with your company who don't want to be there? Do you do exit interviews when people leave? Is it for opportunity, money, etc?? There is an expectation for employees that as their education improves, so will their job outlook. If you are not satisfying this need, they will leave.
