At the yarn shop I've seen a scarf felted with as little as 50%. It was a silk/wool blend and felted really unique.

I didn't know it had to be wool.
I've felted eyelash yarns, ribbons, even threads. I've felted with denim, sweatshirts and non-wool felt. Wool roving, dryer lint. I have even felted tissue lame (yes it shreds, but you can use that for different effects).
I think it depends on the project, wearable vs wallhanging.
I would suggest playing around a little, buy yarn on sale and experiement.

At least 75%, from what I've heard & read. 100% is the best, because it will felt the fastest. The less wool you have, the longer it takes to felt.

Yes, 100% felts the best. I would say that if you want a really nice felt, use at least 80%.

100 percent is preferable. But hey, if you've already got yarn, it can't hurt to just try and see if it will felt for you.
