I have a friend who spilled cola in their surge protector and the on/off button is sticky and hard to press. Any idea on how to fix this problem?

Spray the switch with a silicone based lubricant, available at most hardware stores. Unplug the surge protector and spray lots on the sides of the switch, work it on and off a few times, and all should be okay.
Even sticky coca-cola is no match for silicone.

Short of taking the surge protector completely apart while it is unplugged and cleaning the switch completely, there is not much you can do.
