My friend has at least 4 instances where her husband has been threatening (not to physically harm her, just threatening to take things of hers) or has just appeared at her house and job. These have not been documented with the police but she has documented them herself. Can she get a criminal stalking order? Can she represent herself? She doesn't have enough money to get a lawyer to represent her. There are 5 or 6 documents that can be filled out. Any idea which is the right one? http://www.sconet.state.oh.us/spec_dockets/forms/StalkingOrderProtectionForms/

There are numerous organizations that help battered women - and they would likely define someone under the circumstances you describe as within their area of help. She should contact one in her home town, and ask for advice.
