The phenomena of what is seen as widespread corruption is a failure of the system rather than simply of individuals, and it is in the transformation of the system that we must seek primary remedies.

Secondly, what exactly is corruption? If you fill in a form and pay some money to get a chit of paper called 'license', it is not corruption. But, if you do the same thing without obtaining 'license' and then pay money to the representative of the system, it is corruption. Very funny!!!
As long as the government says 'xxxx activity is generally banned, but can be allowed on getting the license!', there will be corruption. Obviously because this policy of the government is wrong!
