If I have two users accounts in Windows XP. Is it possible to download files from Internet at same time?

yes
switch from one to another
go to control panel, user accounts, change the way users log on or off, and make sure u have the "use fast user switching" enabled
now, whenever u wanna switch, go to start menu, log off, then switch user, or press the windows logon key on ur keyboard and the L key..
