I have a little cousin that's in prison for life plus 20 years and they keep turning him down for his appeal. and I'm trying to pay for the writ of certiorari but I need help where to go at in Baltimore, Maryland please help.

It's a complicated legal petition, setting forth the grounds that the higher court should accept an appeal, why the issue is of importance to the legal community in general, and setting forth the grounds on which the appeal should be granted.

When you say "turning him down for his appeal", do you mean he's not getting the chance to appeal? Or that the appellate court is hearing the case but is deciding against him? Each of those would result in very different types of legal filings.

In general, MD prisoners only receive one opportunity to contest their sentences. Multiple opportunities are not allowed. If he exhausted his one opportunity, you have to find clear and convincing evidence that he is innocent of the crimes and that the convictions should be thrown out.

If you find such evidence, you petition the Judge who sentenced your little cousin and the Judge will decide whether to schedule a hearing or spend time to verify this new information.
