Most study abroad programs are designed for students who are 16 years old and up. However, you should check with your school and see if they have any type of exchange program available to students who want to go abroad. Another option would be to check with your city government to see if it has a "sister city" in Europe and an exchange program for students your age.
Here is a directory of top study abroad programs. Some of them such as AFS offer scholarships to excellent students, however you may not get to choose the destination. Check it out: http://www.macquil.com/abroad.php

Hi there!
I would like to highly recommend that at your age you begin with a summer program abroad, for example in SPAIN. My sister and I participated in the best and most complete available that combined Spanish classes, with activities and excursions that were so much fun such as Guggenheim Museum, Roman Route hiking trip, Santillana del Mar Middle Age village, Fishermen village, typical Spanish bullfight, a group dinner out at a pictoresque Spanish fishermen´s tavern, dancing classes, boat excursion and many beach days as the location of the program is a beautiful and safe beach resort in the north of the country that is absolutely gorgeous and unique for its beauty. We had so much fun and everyone who participated did as well. We learned so much too! You stay in a local host family home. Host families are really loving, caring and love showing you around. Since it is so safe there you can independently go to places and you will meet so many life lasting great friendships among your group peers but also with local students your age, who you run into anywhere at the plazas, and gardens and beaches. The greatest thing about this program that others lack is that they will offer you a couple of host families to choose from and that they can guarantee your host family will have kids similar in age to you. This is something no other program guarantees. You would love it there! If you want additional information, I suggest you contact this program www.beautifulspain.com Good luck and enjoy!

Rotary International is a worldwide service club that has one of the most established and reputable student exchange programs available. They offer exchanges to high schoolers who are between 15 and 18 years old. Most Rotary districts offer both France and Australia as countries you may exchange to. And, the program is run by volunteers, so it is the cheapest program you will find. All you pay for is your round trip plane ticket, $500 insurance, and spending money. Rotary offers both short-term (2 weeks-several months) as well as long-term (10 months to a year) programs. For more information, you can contact your local Rotary club, and visit this site: http://www.rotary.org/programs/youth_ex/index.html

Good luck!
