A concrete block on the top of a 2 foot high wall has come loose. I know that if I knock all the old concrete away with chisel I can reconcrete it. Is there an adhesive I can use instead to reduce the hassle.

You could use gripfil or pinkgrip. But it won't be a very pretty job. I'd put the effort in to take out the old mortar and redo the job properly

The best adhesive is new brick laying cement anything else will be too expensive and would probably not survive the weather

Loctite has a product that works on masonry. I used it to re secure bricks and it is permanent. It came in a aresol type can and I got it at Home depot. Another product called liquid nails can be used and comes in a caulk type tube.

Aerosol/glue what next. Just buy a small bag of bricklaying mortar from a DIY store, it's a lot cheaper and a more safer/ professional job

Use CEMENT - NOT CONCRETE!!

concrete contains gravel/pebbles and is no good for laying bricks/blocks

What hassle? better to be safe than sorry. If it fell would it hurt some one? If so, get it done sooner rather than later.
