People always complain that we need more population to pay for pensions, but that is the only reason they give for encouraging people to breed. It's not like we have a dearth of humans on the planet--apparently, we are the most populous species, after most insects and some rodents. Overpopulation is leading to the destruction of natural habitats for other animals, as we spread out seeking land for agriculture and housing, and that, in turn, further mucks up the environment. It's very difficult to restrict people from bringing new lives in the world, but we should encourage people to really THINK about the consequences of doing so, (I mean, my god, we always ask about the ethics of killing people, but why never CREATING them? ) and certainly should not REWARD them for adding more mouths for the planet to feed.

First of all, why would you want people not to have kids?
This is a very problematic policy.

Even for population control countries such as China, they at least encouraged one kid and not more not less.

One key reason for this is economical concerns of a country in the future.

For example, there will be issues on inadequate population growth to support increasing demand for workers. So, foreigners are invited. This is what happened in Western Europe - e.g: Germany & France. And when foreigners flood the country, they get demonized, they get hurled by locals because locals see them as competition in the labour market. And so you have social segragation which can cause problems.

Another point is contrary to what people think, there are more than enough agricultural goods to support the entire world many times over. But why do people still die of starvation?
It is the unequal treatment that people give & receive. The opportunities for a country to develop is not given.

There many more intricacies that interwine.

What may seem common-sense is actually an illusion.

The parents that can afford to support the children should be allowed to have all they want. People on welfare are another story. About 10 or 15 years ago a black(not PC I know,no offense intended) congressman from Tennessee proposed giving welfare mothers a $500 bonus to get a birth control implant. He was nearly crucified by his culture and the national media. Come up with a similar plan that the majority will accept and I might support it.

That sounds good. Unpopular, but probably what's needed, at least in the Americas. We have so many children here giving birth to more children. I say, don't even give them a chance. We need to build up a critical level of intelligence first before letting our populations expand, otherwise it's just a bunch of walking zombies.

If you have the kindness to pay people NOT to have kids, go ahead and do so. This way they'll be left with the condoms to use as balloons during birthdays.

No! They must be responsible.

If they think they are grown up enough to have sexual intercourse, how is it they don't know about the responsibility of having to bring a child into the world and raising that child?

Why would you think of paying them to get their lives right? Everyone is required to use constructive thinking. Too many of us want to do whatever and let someone else pay for it. I disagree!

No way, too many variables on that one. People could want to change their mind, how do you make sure they don't have kids? If you're talking about sterilization that opens a whole set of different problems. Too much room for error.
