I mean- it's too much. She is spilling out of this top, and this is a professional office. I don't want to make her feel badly, and I don't want to be sued.

We are a small shop, with no real "boss". I looked at our HR book, and our dress code says "professional atire" but it gives no specifics.

Are you sure we are not in the same office (Actually ex-office). But there was this girl in my office that came to work with the shortest skirt ever made, 6 inches heels, and tops that reveals everything inside.

It's the supervisor job to talk to the lady not the co-worker's. You should talk to her supervisor and not her directly.

Create a new e-mail account with her name on yahoo or something and send it to her work e-mail address all day with random messages. You could include links about being too provocatively dressed, pictures of women's suits, this may straighten out the problem a bit!

If you don't feel comfortable doing that, bring in a couple of catalogs that have professional attire in them.

If she's a co-worker, you don't. You tell her boss, and her boss tells her.

If you ARE the boss, I'd suggest you implement and enforce some guidelines for professional dress at the office.

As a guy, I feel can only talk with HR about this issue. I will never tell her because then it might be considered to be sexual harassment.

It's none of your business. She is the supervisors problem, if he wants to change things he will, if not he will enjoy the view.
You should get back to work and stop gawking at her.
